X-Wings have shields, something Tie Fighters are lacking.
Tie Fighters fight in packs and are agile, they don't attack an X-Wing head-on.
Spread out the Tie Fighters and send in them from the flanks, then barrel-roll out of the X-Wings arc of fire.
Different strategies for both sides. Tie Fighters should outnumber the X-Wings for a balanced game.

But yes, two base-sets are a good beginning.
Buy one yourself and see if you like it. Then have a buddy buy the other set.
Buy additional expansions as/if needed.
