Technically, you're spending more than just 8 points to get that first turn kill. Horton is 7 points more for his ability/skill 8, so that needs to be taken into consideration. If all you get is a 12-16 point tie fighter out of the bargain, with a chance to fail, we're just breaking even.

That said, Horton's ability is HUGE and is the only pilot I'd feel is worth the 4 point investment in proton torpedoes. But he's also fairly expensive for what you get at 25 points if you're not buying at least 1 proton torp.

For the x-wings, if I'm spending points on more upgrades, its droids first, then maybe skills. Results whenever I pack protons have been dissapointing thus far.

Outside of horton salm, or some other pilot with a missile boosting ability, once the rebellion can get a ship in the ~15 point range (A-wing?) I don't think you'll see missiles/torpedoes at all.
